County officially joins Solano cities’ 2×2 Homeless Committee
Daily Republic
By Todd R. Hansen
FAIRFIELD — Solano County Supervisors Mitch Mashburn and Jim Spering on Tuesday were officially appointed to the Regional 2X2 Homeless Committee created by various cities to address shared issues on the houseless problem.
By all intent and purposes, Mashburn and Spering – with the endorsement of board Chairman John Vasquez – had already self-appointed themselves as a kind of ad hoc committee, and have moved forward on turning the Community Action Partnership of Solano JPA into the policy board.
One of the big policy changes being considered is authorizing the CAP Solano board to construct shelters and related housing, though a funding mechanism would have to be developed. Nor had the issue of a single jurisdiction being able to block a project within its borders. It was suggested that a single member may not have that authority.

The Covid pandemic caused a surge in housing costs and a rise in unemployment, leaving nearly 600,000 Americans unhoused in 2020. So how is the U.S. addressing the homelessness crisis and can the current housing first policy approach solve it?
