For over 50 years of serving those in need in Solano County.

Dating back to 1967 and the War on Poverty, CAN-B has evolved and grown over five decades to include our current vision of ending homelessness. These long standing accomplishments are due to the combined he efforts of committed staff, loyal volunteers as well the generosity of the community itself. CAN-B continues to be focused on the needs of those on extremely low incomes, including seniors, veterans and the disabled, in order that they may live healthy and productive lives.

As a point of reference, the Community Action Committee was established in 1967 by the Economic Opportunity Act of 1964. Originally a participating partner with the Solano Economic Opportunity Council (SCOE), it was organized to provide direct human services to the poor in Solano County. The CAC was comprised of local citizens who addressed basic needs in the following areas: employment, food, clothing, housing and transportation.

In 1992 the Fairfield-Suisun Community Action Council as an independent 501(c)3, California non-profit operating as a public interest, community-based organization. The CAC stayed true to its roots by working with the most vulnerable, specializing in housing the chronically homeless. In 2008, the Season of Sharing program was undertaken to provide rental assistance for homeless prevention with minimal operating funds to start off.

Our service to those who have served began in 2009 with two VA grant awards: One to purchase housing and a second to operate it in partnership with them. The Dixon VETS Housing program has rehabilitated over 125 veterans since 2010.

In 2013, the CAC rebranded as Community Action North Bay (CAN-B) to better reflect the expansion of services and geographic areas served. Solano County residents who are homeless or at-risk of same are now offered both supportive housing and rapid rehousing services (rental assistance). CAN-B specializes in specific populations such as veterans, seniors and the disabled who are among the most vulnerable. CAN-B’s VA Fiduciary and Social Security Representative Payee Services are provided to 68 individuals and is the only business of its kind operating in Solano County

Five decades, one mission, and all action is what has been. Continuing out legacy of service to those in need for another half century means that someday an end to homeless and poverty truly CAN-B.

Governor Newsom Calls for More Aggressive Action on Homelessness

Governor Newsom pauses $1 Billion dollars in funding demanding better action towards Homelessness

Collectively, the plans as-submitted would reduce street homelessness statewide by just 2% Governor Newsom will convene local governments later this month to partner on driving more ambitious action to tackle homelessness

SACRAMENTO – Governor Gavin Newsom today announced that he will convene local leaders in mid-November to review the state’s collective approach to homelessness and identify new strategies to better address the growing homelessness crisis. Until this convening, the state will hold on providing the remaining third round of Homelessness Housing, Assistance and Prevention (HHAP) grants.

“Californians demand accountability and results, not settling for the status quo,” said Governor Newsom. “As a state, we are failing to meet the urgency of this moment. Collectively, these plans set a goal to reduce street homelessness 2% statewide by 2024. At this pace, it would take decades to significantly curb homelessness in California – this approach is simply unacceptable. Everyone has to do better – cities, counties, and the state included. We are all in this together.”

Saturday, November 19th @ 8:30am marks our 37th year in our tradition to provide support to our local community. We will package enough food for a Thanksgiving meal and food for two weeks to 300 local families. We will also provide 110 gift cards to our Seniors in need. This is one of the most rewarding events to be a part of and a great teaching moment for our youth.

Colder Weather and Holidays are HERE.


CANB is ramping up for colder weather and the holidays. We are working with the VFW in Vacaville to gather and distribute gifts to our Veterans. Also, we are using our ongoing donations to supply bikes, gifts and other items for both our homeless Men and Women in Solano County. If you have any warm clothes, bicycles or other items you would like to donate please let us know.

We are also proud to say that we currently have 60 people in our care and are continuing to fight homelessness in Solano County.

As of August 30, 2022, VA has achieved 26,554 permanent housing placements, meeting 69.88% of the goal.

VA's homeless programs are averaging 3,319 placements each month.

To meet the goal by the end of the year, we need to continue to place 2,862 Veterans into permanent housing each month through December 31, 2022.

Achieving the Goal

To effectively achieve this goal while reducing the risk of unintended negative impacts to Veterans served or to local homeless services systems, the following guiding principles will be incorporated:

House literally homeless Veterans identified through coordinated entry processes, local by-name lists (BNL), and VA and community-partner outreach services.

Honor Veteran choice, including needs and preferences for care when determining appropriate services and housing placements. Center Veterans’ lived experience in the effort.

Lead with equity while continuing to prioritize housing resources for all Veterans.

Provide supportive services to Veterans with complex needs and/or histories of chronic homelessness through a trauma-informed, Veteran centered approach based in cultural humility.

Enhance coordination among VA homeless programs and community partners, Continuum of Care (CoC) partners, public housing authorities (PHA), advocacy groups for and made up of Veterans with lived experience, landlords, city and county officials, and other service providers.

VA is hosting a bi-weekly Office Hours Call Series to support communities in achieving this goal. Recordings of these calls will be posted here. Check back often for more updates and information.

VA Vows to house 38,000 Veterans

Department of Veterans Affairs Secretary Denis McDonough established new goals in VA’s efforts to prevent and end homelessness among Veterans.

During his visit Feb. 25 McDonough participated in the local Point-in-Time Count and announced the following action being taken in the Greater Los Angeles (GLA) area:

Placing at least 1,500 Veterans experiencing homelessness into permanent housing, which would represent a greater than 10% increase in permanent housing placements since calendar year 2021.

Increasing the percentage of Housing and Urban Development-Veterans Affairs Supportive Housing vouchers under lease to at least 75%, which would represent the highest voucher utilization rate since 2018.

Increasing to 50% the percentage of Veterans admitted to HUD-VASH who are housed within 90 days.

Reaching these goals in calendar year 2022 would mark GLA’s best outcomes helping Veterans exit homelessness and remain in stable housing in several years and would represent a clear and substantial improvement on Veteran homelessness locally.

“The Los Angeles Homeless Services Authority and our partners have a shared belief that all Veterans deserve a place to call home,” said the authority’s Executive Director Heidi Marston. “We are eager to support VA in its effort to provide permanent and stable homes for 1,500 Veterans.”

Homelessness and the digital divide: What it means and how to help

1 in 3 people experiencing homelessness don't use the internet at all — a major barrier to accessing necessary resources.

For the fourth straight year in a row, the number of people experiencing homelessness rose in the United States in 2020. According to an annual nationwide survey by the Office of Policy Development and Research (OPDR), there were about 580K people living without traditional housing or in a temporary shelter last year — a 2.2% increase from 2019.

If that sounds low to you, it probably is. The report took a snapshot of homelessness in America in January 2020, before millions lost their jobs as a result of the COVID-19 pandemic.

“I can’t give you numbers,” said Secretary of Housing and Urban Development Marcia Fudge on the report. “We know that it increased; we just don’t know those numbers.”

With 1 in 7 Americans behind on rent and national eviction moratoriums set to expire at the end of June, the situation is likely going to get much worse before it gets better.

The CAC stayed true to its roots by working with the most vulnerable, specializing in housing the chronically homeless. In 2008, the Season of Sharing program was undertaken to provide rental assistance for homeless prevention with minimal operating funds to start off.

Our service to those who have served began in 2009 with two VA grant awards: One to purchase housing and a second to operate it in partnership with them. The Dixon VETS Housing program has rehabilitated over 125 veterans since 2010.

In 2013, the CAC rebranded as Community Action North Bay (CAN-B) to better reflect the expansion of services and geographic areas served. Solano County residents who are homeless or at-risk of same are now offered both supportive housing and rapid rehousing services (rental assistance). CAN-B specializes in specific populations such as veterans, seniors and the disabled who are among the most vulnerable. CAN-B’s VA Fiduciary and Social Security Representative Payee Services are provided to 68 individuals and is the only business of its kind operating in Solano County

Five decades, one mission, and all action is what has been. Continuing out legacy of service to those in need for another half century means that someday an end to homeless and poverty truly CAN-B.

Homelessness is an experience, not an identity


Moses lived on the streets for decades and became a well-known figure in San Francisco after deciding to set up an “office” on the sidewalk and showing up daily for 20 years. His life-changing decision to connect with busy people working in the financial district led to him helping thousands with his advice and a 10-year documentary film project about his life called, “Moses,” interviewed by Jill Wesley, TEDxSanFrancisco Speaker Coach. Born and raised in Forrest City (Arkansas), he was musically inclined from an early age. He learned how to play piano, flute and guitar.

In 1972, he moved to San Francisco, where he worked as a house painter and played with several bands in the Bay Area. 

His music was recorded by Pete Miller, a legendary British guitarist that toured with The Beatles and The Rolling Stones, and who later opened a recording studio in San Francisco. Moses' life imploded in the early 80's, and he ended up enduring a rough life on the streets of San Francisco for two decades. In 2007, he starred in a student film that launched him on a ten-year journey to reclaim his life, his family, and his music.

Changing our Perception of Homelessness


A talk about the homeless population and how people can help impact a homeless peoples’ lives. My name is Rylan Heasley. I’m a 16-year-old musician, and I’ve been attending FSI since my freshman year. I have been doing work with the homeless population on my own for around a year and a half now and it has become a very important topic for me as I have known many good people who have ended up on the streets. I have decided to dedicate my speech to educating people about homelessness and what small things we can do to help show empathy and material help to the homeless population. This talk was given at a TEDx event using the TED conference format but independently organized by a local community.

Why are people homeless?


Housing

A lack of affordable housing and the limited scale of housing assistance programs have contributed to the current housing crisis and to homelessness. Recently, foreclosures have also increased the number of people who experience homelessness.

The National Low Income Housing Coalition estimates that the 2017 Housing Wage is $21.21 per hour, exceeding the $16.38 hourly wage earned by the average renter by almost $5.00 an hour, and greatly exceeding wages earned by low income renter households. In fact, the hourly wage needed for renters hoping to afford a two-bedroom rental home is $13.96 higher than the national minimum wage of $7.25.

Poverty

Homelessness and poverty are inextricably linked. Poor people are frequently unable to pay for housing, food, childcare, health care, and education. Difficult choices must be made when limited resources cover only some of these necessities. Often it is housing, which absorbs a high proportion of income that must be dropped. If you are poor, you are essentially an illness, an accident, or a paycheck away from living on the streets.

Its filled with periods of incredible adversity in which some individuals managed to thrive in spite of. It's no wonder words of encouragement from history are not difficult to find. It never ceases to amaze me how applicable these are to the challenges we face today. 

We all face hardship in life but It's how we choose to respond to it that counts. I hope this video has at least one quote that speaks to you and your current situation. We forget how closely related we all are. It's often the case that the problems we believe are most personal to us are the ones that are the most commonly shared. We are not alone in this journey.

Rapid Re-Housing Programs

Provides rental assistance and supportive services to literally homeless families with children under the age of 18 or under the expansion, individuals and/or couples. Clients reside in self-determined rental units and can receive services for up to one year. All referrals to this program must come through Resource Connect Solano. County officially joins Solano cities’ 2×2 Homeless Committee

FAIRFIELD — Solano County Supervisors Mitch Mashburn and Jim Spering on Tuesday were officially appointed to the Regional 2X2 Homeless Committee created by various cities to address shared issues on the houseless problem.
By all intent and purposes, Mashburn and Spering – with the endorsement of board Chairman John Vasquez – had already self-appointed themselves as a kind of ad hoc committee, and have moved forward on turning the Community Action Partnership of Solano JPA into the policy board.

One of the big policy changes being considered is authorizing the CAP Solano board to construct shelters and related housing, though a funding mechanism would have to be developed. Nor had the issue of a single jurisdiction being able to block a project within its borders. It was suggested that a single member may not have that authority.
