As of August 30, 2022, VA has achieved 26,554 permanent housing placements ..
As of August 30, 2022, VA has achieved 26,554 permanent housing placements, meeting 69.88% of the goal.
VA's homeless programs are averaging 3,319 placements each month.
To meet the goal by the end of the year, we need to continue to place 2,862 Veterans into permanent housing each month through December 31, 2022.
Achieving the Goal
To effectively achieve this goal while reducing the risk of unintended negative impacts to Veterans served or to local homeless services systems, the following guiding principles will be incorporated:
House literally homeless Veterans identified through coordinated entry processes, local by-name lists (BNL), and VA and community-partner outreach services.
Honor Veteran choice, including needs and preferences for care when determining appropriate services and housing placements. Center Veterans’ lived experience in the effort.
Lead with equity while continuing to prioritize housing resources for all Veterans.
Provide supportive services to Veterans with complex needs and/or histories of chronic homelessness through a trauma-informed, Veteran centered approach based in cultural humility.
Enhance coordination among VA homeless programs and community partners, Continuum of Care (CoC) partners, public housing authorities (PHA), advocacy groups for and made up of Veterans with lived experience, landlords, city and county officials, and other service providers.
VA is hosting a bi-weekly Office Hours Call Series to support communities in achieving this goal. Recordings of these calls will be posted here. Check back often for more updates and information.

VA Vows to house 38,000 Veterans
Department of Veterans Affairs Secretary Denis McDonough established new goals in VA’s efforts to prevent and end homelessness among Veterans.
During his visit Feb. 25 McDonough participated in the local Point-in-Time Count and announced the following action being taken in the Greater Los Angeles (GLA) area:
Placing at least 1,500 Veterans experiencing homelessness into permanent housing, which would represent a greater than 10% increase in permanent housing placements since calendar year 2021.
Increasing the percentage of Housing and Urban Development-Veterans Affairs Supportive Housing vouchers under lease to at least 75%, which would represent the highest voucher utilization rate since 2018.
Increasing to 50% the percentage of Veterans admitted to HUD-VASH who are housed within 90 days.
Reaching these goals in calendar year 2022 would mark GLA’s best outcomes helping Veterans exit homelessness and remain in stable housing in several years and would represent a clear and substantial improvement on Veteran homelessness locally.
“The Los Angeles Homeless Services Authority and our partners have a shared belief that all Veterans deserve a place to call home,” said the authority’s Executive Director Heidi Marston. “We are eager to support VA in its effort to provide permanent and stable homes for 1,500 Veterans.”

Homelessness and the digital divide: What it means and how to help
1 in 3 people experiencing homelessness don't use the internet at all — a major barrier to accessing necessary resources.
For the fourth straight year in a row, the number of people experiencing homelessness rose in the United States in 2020. According to an annual nationwide survey by the Office of Policy Development and Research (OPDR), there were about 580K people living without traditional housing or in a temporary shelter last year — a 2.2% increase from 2019.
If that sounds low to you, it probably is. The report took a snapshot of homelessness in America in January 2020, before millions lost their jobs as a result of the COVID-19 pandemic.
“I can’t give you numbers,” said Secretary of Housing and Urban Development Marcia Fudge on the report. “We know that it increased; we just don’t know those numbers.”
With 1 in 7 Americans behind on rent and national eviction moratoriums set to expire at the end of June, the situation is likely going to get much worse before it gets better.

Provides housing for 6 formerly homeless male Veterans in our Dixon Habitat for Humanity House. Clients have their own rooms and share the common areas of the home with the other residents. Clients are self-sufficient and are provided supportive services on an as needed basis.
All Solano County clients are to be registered through Resource Connect Solano – RCS. This ensures that everyone has a fair chance at obtaining housing where so little housing is available.

WELCOME HOME, Housing Services : RAPID RE-HOUSING PROGRAMS: HOUSING EXPRESS & HOUSING EXPRESS EXPANSION
Provides rental assistance and supportive services to literally homeless families with children under the age of 18 or under the expansion, individuals and/or couples. Clients reside in self-determined rental units and can receive services for up to one year. All referrals to this program must come through Resource Connect Solano. Eligibility must be documented prior to entry into the program.
